Board discusses traffic calming, drainage responsibilities and multiple grants including HUD sidewalk work

Kim Rogers reported that TDOT’s Nick Barnett recommended adding flashing advance lights, painted stop bars and calming strips for a proposed three-way stop intended to address speeding. The board asked staff to collect quotes from vendors (JSF Technologies and C&G) and to return for public comment once more information is available.
On drainage and street work, Kim Rogers and Andy Vineyard met with Maximillian Davis of TDOT, who told them the city is responsible for drain tiles and ditches and that TDOT would provide a list of items needing work. Kim also circulated a TDOT drawing suggesting West Hill be converted to a one-way street to reduce intersection accidents; the board agreed to discuss the proposal further.
On grants and capital projects, the board heard that the LPRF-funded pavilion, sidewalks and parking lot are awaiting an engineer’s final draft before going to bid; HUD sidewalk work has begun and HUD funds are covering hydrant relocations; the cybersecurity grant will be used to replace PCs and laptops that cannot be upgraded to Windows 11; CDBG 80/20 funds are available for paving with the street fund as match.
