City administrator seeks clarification after county funding confusion for downtown ARPA waterline

City Administrator Kim Rogers told the Friendsville Utility Board on Jan. 12 that the Blount County/ARPA-funded downtown waterline replacement is roughly 90% complete and that customers along W. College Ave can be connected once work finishes.
Rogers said she spoke with Blount County representative Brian Baldwin in the hallway after a meeting with county staff and was told, "don't worry, Blount County would pay for boring of the water line across 321 with their ARPA funds." She later learned from contractor Darrell Nitzschke that county staff member Kathy Darnell had told him the county was finished and would not pay for any additional work. Rogers told the board she would follow up with Baldwin to clarify which account of events is accurate.
The board did not take formal action at the meeting on the question of boring costs. The waterline project is intended to allow existing customers on W. College Ave to be hooked to the new main once the installation across Highway 321 is complete. Rogers said the project remains in active construction and that the board will seek clarification from county contacts before authorizing any additional local expenditures or hookups.
