Town staff reports housing element progress: seven ADU permits in 2025

The council heard a brief staff update on the town’s 6th-cycle housing element annual progress report (APR), which must be submitted to the California Department of Housing and Community Development (HCD) by April 1.
Planning staff reported that in 2025 the town issued seven building permits — all accessory dwelling units (ADUs) — compared with 16 permits in 2024 and four in 2023. Roberta told the council the housing-element action plan work will continue and that staff will track affordability using the state’s square-footage-based affordability calculator; she said the town currently has two or three deed-restricted ADUs that it counts toward affordability goals. "In 2025, the town issued building permits for 7 housing units. They are all ADUs," Roberta said.
Council members asked for clarity in reporting affordability by AMI categories and recommended including a breakdown in the APR so the public can see which ADUs qualify under state thresholds. Roberta said the APR will show the different thresholds and which ADUs fall under them.
Next steps: staff will include the affordability breakdown in the APR and submit the required reports to HCD on April 1.
