Loa council adopts Residential Mixed‑Use Overlay to allow project‑specific flexibility

The ordinance amends Loa’s land‑use code to allow, on a project basis, specified permitted uses, density ranges, and submission requirements that include basic landscape and architectural detail. Mayor Cody Grundy called attention to the Planning & Zoning commission’s work on the draft and the council recorded affirmative roll‑call votes from Don Bone, Kori Brown, Chris Olsen, Derek Woolsey and the mayor.
Supporters on the council said the overlay provides flexibility to align new projects with neighborhood character without stripping existing base‑zone rights. Councilmember Derek Woolsey said he favored the overlay because it permits negotiation between applicants, the planning commission and the council rather than imposing a one‑size‑fits‑all rezoning. The council’s adoption concludes the public‑hearing phase for this ordinance; officials said amendments could be considered later if stakeholders identify wording that needs clarification.
