Katie Stevens (BLM) confirmed that the BLM holds an easement on the Slickrock bike trail dating to 1969, and staff noted paperwork corrections made in 2016 when Raven's Rim was built.
Committee members emphasized that an applicant’s legal access determines where improvements could occur. Kristin Hoffine (staff) explained that "whatever that legal access is is the only one that they have that they have control over," and warned that if legal access aligns with trail corridors, improvements or paving could "fundamentally alter" trail character and diminish the experience that supports local guiding businesses. Members said the economic impacts on about 75 local businesses operating under BLM permits could be substantial if trail character is changed.
