Staff told the committee that after consulting the county engineer and partners the current grant opportunity had new requirements making a shovel‑ready capital application unlikely to succeed, so staff converted the request to a planning-and-design grant and sought the committee's ratification. Andrea Brand said the change was made to increase competitiveness and to enable a future build application once a shovel‑ready project is developed.
The committee discussed timing and partner support; staff noted the commission had already approved a letter for the build grant and that the county had secured an extension to submit supporting letters. A motion to approve the revised build‑grant letter (authorizing the planning/design application) was moved and seconded and the committee approved it without recorded opposition; staff said they expect notification on the grant by June.
