Council adopts updated fee schedule after consultant's cost-of-service review

Roberta (S11) and Nicole Kasam of NBS (S12) presented a condensed version of the fee-study findings used to recommend updates to the town's fee schedule. Kasam summarized the legal framework and the study's purpose: "So the goal of any fee study, we're calculating fees for services, and in California, fees cannot exceed the cost of providing services," she said, explaining that the analysis reviewed finance, planning and building, public works and police fee programs.
The study found the town currently recovers roughly $1.3 million across fee programs and could recover about $1.6 million at full cost recovery; the consultant recommended setting most fees at up to 100% of cost-of-service while keeping some fees (ADU permits, resale inspections, certain small planning fees) lower for policy reasons. The council expressed appreciation for the work, moved and unanimously adopted Resolution 2611 to amend the town fee schedule; staff said the new schedule will be effective July 1.
