Council backs full Ross Common rehabilitation, budgets initial $1M in CIP

The Ross Town Council reached a consensus to include a full rehabilitation of Ross Common in the draft five-year Capital Improvement Program during its April 23 budget workshop. Public Works Director Rich Simonitch outlined three options: maintain the status quo, undertake nominal or interim repairs, or fully replace turf, sub-base and irrigation at an estimated cost of up to $1 million.
Resident Patrick Quimby told the council he and other community members had gathered significant support for a full renovation, noting the group had collected 255 signatures and that the improvement would serve local kids and the school. Quimby said he planned to help with fundraising and community outreach.
Council members broadly voiced support for the complete project but also raised concerns about timing, staffing capacity, and taxpayer burden. Mayor Julie McMillan suggested appointing a dedicated project manager and pursuing partner contributions. Town Manager Christa Johnson said staff would include the project in the CIP and return with funding and phasing details in June; she estimated the work would be multi-year (two to three years) and that about $1 million has been budgeted so far.
