Project manager updates council on facilities master plan costs, RFQs and CEQA timing

Project Manager David Kelly (S13) delivered the council's third implementation update on the facilities master plan, reporting that updated cost estimates for Concept B and the paramedic facility were completed in December and adjusted to reflect cost escalation through 2030. He noted that the Election Code fiscal impact (9192) study was prepared in response to the FORF initiative and is available on the town website for review.
Kelly summarized procurement activity: RFQs for an affordable-housing development partner and for architectural and engineering services were released and statements of qualification were due April 3; one SOQ had been received in advance and several more were expected. He said next steps include reviewing SOQs, interviews, negotiating scopes of work and bringing recommended agreements back to council. Kelly also described delays to the CEQA/environmental-review timeline to allow the citizens advisory committee to complete recommendations and recommended hiring necessary subconsultants to support environmental analysis.
Council members asked about scheduling and whether professional services could be timed to reflect any changes coming from the committee. The project manager advised that the earliest available council meeting for contract authorization would be in June once SOQ review and interviews are complete.
