Highway engineer briefs commissioners on intergovernmental items, federal funding pursuit and wind-turbine lessons

County Engineer Chad Gillespie reported several informational items to the board. He said a Roberts County border bridge agreement was provided to the commissioners for review ahead of new federal requirements and State Aid guidance; the county also presented a project resolution to the Cities of Wheaton and Dumont as part of plan development. Gillespie said he applied for additional federal funds for the CSAH 7 project targeting the 2027–2028 timeframe.
Gillespie reported he attended a Large Traffic Generator meeting in October with other Minnesota counties to discuss wind-turbine permitting and lessons learned. He said the Minnesota DNR board is not supporting a proposed piece of DNR legislation because it would increase permitting fees and could delay projects. He also briefed the board that the Red River Watershed Management Board has a joint effort to improve flood resiliency and is seeking $15,000 from each county in 2026; Gillespie said he will research the request and return with a recommendation.
