Rezoning request in Corinne draws complaints about on-site housing; commission tables decision

The Planning Commission opened a public hearing on Z25-016, a request to rezone parcel 04-078-0032 (about 5.50 acres) in the Corinne area from RR-20 (Rural Residential) to the Agricultural Heritage Zone (AHZ). Staff reviewed the statutory 'reasonably debatable' standard and how the proposal aligns with the county’s General Plan, which encourages large-lot zoning in the West Corinne agricultural heritage area.

Applicant Mitch Hancock said employees of the dairy have lived on the property for years and described a desire to shift to AHZ to accommodate employee housing. Nearby resident Jeff Singh objected, saying: "You can’t reward bad behavior. For somebody to come in, decide they want to do it their way, and then have the Planning Commission fix it for them, it's not right." Chair Mellonee Wilding told speakers that nuisance issues such as dust and smell are outside the narrow zoning decision and that the commission was considering only the legal standards for rezoning. Commissioner Jed Pugsley moved to table Z25-016 for up to six months so staff and the commission can determine whether the parcel lies within an existing Agriculture Protection Area; the motion was seconded by Commissioner Brian Bowen and passed unanimously.
