City Manager reports storm response, contractor delays and $17,000 AEP refund; budget hearing set for Feb. 17

City Manager John Westfall told the Commission the Maintenance Department worked through a recent ice-and-snow storm to clear streets and sidewalks, and that Water and Sewer crews face difficulty repairing leaks that are located beneath ice. He asked residents to be patient while crews continue work under challenging conditions.
Westfall reported that contractor CJ Hughes (water line replacement) and Allard (riverfront work) were unable to work last week because of extreme cold; Allard is expected to remove the sidewalk at the top of the riverbank this week. He also said the City and Auditor have been working with department supervisors on the 2026 budget, and that the budget will be voted on first reading at the Feb. 17 meeting; Auditor Shelly Clonch announced a public hearing on the budget at the Feb. 17 Commission meeting.
Westfall said American Electric Power (AEP) has agreed to refund the City $17,000 after the tariff on the charging-station account was removed when City accounts were switched to an electric aggregation program; the reduced tariff has now been restored on the station account. The meeting record does not specify whether the refund is expected as a single payment or a credit on future bills.
