Cleveland County commissioners voted unanimously Sept. 16 to set a public hearing on Oct. 21, 2025, to consider an installment financing contract estimated not to exceed $75,000,000 to demolish the current courthouse and construct a new justice center, including a courthouse, detention center and Sheriff’s Office at 100 Justice Place in Shelby.
County finance staff told commissioners the proposed contract would be secured by a deed of trust on the project site and could be used to amend and finance additional projects or refinance existing projects under the same deed of trust. The county noted that once all installment payments are made the lien on the mortgaged property would be released.
The finance presentation said projected financing would allow the county to move forward with demolition and construction while preserving flexibility to include related costs in the contract. Commissioners approved setting the public hearing without discussion; the hearing will allow members of the public to comment and for staff to provide more detailed financing information before any final approval.
