The Oklahoma State Board of Education voted to accept the Findings of Fact and Conclusions of Law issued by an Administrative Law Judge in the matter captioned OSDE v. Ronald Sanders and moved to revoke the teaching certificates and certificate numbers of the persons named in the relevant agenda items. Board Member Brian Bobek moved to accept the ALJ recommendation; Board Member Ryan Deatherage seconded and the motion carried with all seven members voting yes.
Separately, the Board voted to revoke the certificates described in the agenda items pursuant to 70 O.S. § 3-104(A)(6)(a) and 70 O.S. § 3.104.1. The minutes record that Board Member Bobek moved to revoke and Board Member Van Denhende seconded; the motion passed unanimously. The Board then denied the Department's motion requesting an order to dismiss an application for an emergency order that would have summarily suspended certificates and to reinstate those certificates; by denying the dismissal the Board allowed the matters to proceed to revocation hearings.
The minutes identify the matter OSDE v. Ronald Sanders in connection with the ALJ findings and list the statutory authorities relied on for revocation proceedings. The published minutes do not include the full text of the ALJ's findings, individual charges against named certificate holders beyond the captioned case, or the identities of all persons whose certificates are the subject of Agenda Items 9(a) through 9(d) and 8(a).
