Water-line replacement nears $9 million in spending; repayment set to begin in 2028

City Auditor Shelly Clonch and City Manager John Westfall told the commission that the water-line replacement project had expended $2,835,801 as of Dec. 2025 and that a proposed $6,029,847 would be expended in 2026 to finish the work. Westfall said loan repayment for the project is expected to begin in 2028.
At the meeting the Commission approved multiple contractor invoices tied to the project, including $29,146.14 and $67,295.25 to Arcadis and $292,938.57 to CJ Hughes; the payments were approved on a unanimous voice vote. The City also approved a $3,059.32 invoice for a 4" macro coupling and a $4,324.23 workers' compensation premium payment presented by the auditor.
