The Gallipolis City Commission opened a public hearing on the proposed 2026 budget on Feb. 17, 2026. "The total proposed expenditures for 2026 are $18,797,777," City Auditor Shelly Clonch told the commission, citing major projects that include water-line replacement, PFAS design work and the purchase of a fire truck.
Clonch and City Manager John Westfall said the proposed budget assumes continuation of several capital projects and noted the General Fund carryover is $979,581.29. The proposal includes a $0.50 across-the-board pay increase for employees; the commission agreed to schedule an additional budget work session to review details before the ordinance comes up for second reading.
The discussion covered grant-dependent items and reserve planning. Westfall said the City has applied for multiple grants (including street paving and an OPWC emergency grant) and that the water-line project spending to date will require a future repayment schedule. The public hearing was closed with no public questions when the record was complete.
