Planning Commission approves Rocky Mountain Power's temporary pole-storage permit for May'Dec 2026

The Box Elder County Planning Commission on Jan. 15, 2026 approved a Temporary Use Permit (TUP26-001) requested by Rocky Mountain Power to store steel transmission poles on a private yard from May 2026 through December 2026.

Staff described required mitigation and controls: grading and dust-suppressing cover for the yard; installation of a secure perimeter fence at least six feet high; a gated entry with signage and emergency contact information; stacking poles on level ground; use of certified equipment operators; limiting operations to daylight hours (7 a.m. to 6 p.m.) to reduce noise and traffic impacts; maintaining clear access routes for emergency vehicles; dust-control measures such as water trucks or palliatives during dry conditions; advance notice to nearby residents and businesses; and full removal of temporary infrastructure and restoration of the site at permit expiration.

Commissioner Bonnie Robinson moved "to approve application TUP26-001, a Temporary Use Permit for pole storage and adopting the conditions and findings of the staff report." The motion was seconded by Commissioner Brian Bowen and carried unanimously. Conditions attached require compliance with Article 5 of the Box Elder County Land Use Management & Development Code; Article 2-2-160 (Temporary Use Permit); and all applicable county, state and federal laws, licenses and permits.

The site-specific controls and requirement to restore the property are part of the staff-recommended findings adopted by the commission. Enforcement and any needed permits beyond the TUP remain subject to county permitting processes.
