Planning Commission forwards recommendation to approve AHZ rezoning for 5.50-acre Corinne parcel

The Box Elder County Planning Commission voted Jan. 15, 2026 to forward a recommendation of approval for Z25-016, a zoning map amendment to rezone 5.50 acres at approximately 5912 W 2400 N in the Corinne area from RR-20 (Rural Residential) to the AHZ (Agricultural Heritage Zone).
Commissioner Jared Holmgren moved "to forward a recommendation of approval to the county commission for application Z25-016, a zoning map amendment from RR-20 (Rural Residential - 20,000 sq. ft. min.) to the AHZ (Agricultural Heritage Zone) and adopting the exhibits, conditions and findings of staff." The motion was seconded by Commissioner Lonnie Jensen and carried unanimously. Commissioner Brandon East recused from consideration of this item.
Staff reported the clerk's office confirmed the parcel is part of an existing Agriculture Protection Area (APA). The county attorney advised the commission may review and recommend a zoning map amendment because the applicant is the owner of the property and staff concluded the proposed change would not affect other property owners within the APA. Staff read the standard approval criteria, including consistency with the county's General Plan (which endorses large-lot zoning in the West Corinne agricultural heritage area), harmony with existing agricultural uses, potential impacts on adjacent properties, and adequacy of facilities and services.
The commission attached three conditions to its recommendation: compliance with Article 5 of the Box Elder County Land Use Management & Development Code; compliance with Article 2-2-080 (Zoning Map and Text Amendments); and compliance with all applicable county, state and federal laws, licenses and permits. The commission did not take final action on the rezoning; the county commission will consider the planning commission's recommendation at a later meeting.
Next steps: Z25-016 will be transmitted to the Box Elder County Commission for final action. Staff materials noted the parcel's APA status and the standard code criteria that shaped the recommendation.
