Gallipolis updates riverfront, water‑line work and accepts temporary Hedgewood Drive repair quote

City Manager John Westfall reported that contractors have started street paver installation at the Riverfront project, seed and straw have been applied, and staff recorded remaining work on light poles, electrical connections and the dock. He also said the pool motor was started ahead of the season.
On water infrastructure, Westfall said the water line replacement project added five crews and crews are beginning to connect service lines to mains and install valves. He said further street paving will occur this year, and that the city will reapply for OPWC funding after missing the current grant round.
The County Engineer submitted a quote of $38,768 for a temporary repair to Hedgewood Drive. Commissioner Michael D. Carter moved to accept the engineer's quote; the motion passed on a voice vote with President Michael C. Fulks recorded as abstaining. Westfall characterized the repair as a stopgap until larger grant funding can be secured.
Commissioners approved other routine capital‑related invoices and directed staff to move ahead with planned paving work in coordination with the chosen loan package.
