Early childhood task force seeks county as fiscal host for child care grant; county attorney to review authority

The Wheaton‑Dumont Early Childhood Task Force told the board it received a West Central Initiative grant to develop goals and action steps to address the local childcare shortage and needs a fiscal host to disburse funds to a project manager monthly. Auditor/Treasurer Kit Johnson said he spoke with State Auditors, who warned the county could incur administrative costs and reporting obligations if it acts as fiscal agent for an entity that is not a local government.
County Attorney Matt Franzese will examine whether the county has authority to serve as fiscal host for the task force and report back when more information is available. The request was added to the agenda at the start of the meeting and will be revisited once the attorney and staff provide guidance.
