John Nuzum of Market & Johnson explained the reason for the adjustment: "Market & Johnson cannot sign contractors that aren’t in the same union, but the owner can." Under the approved change order, the county will contract directly with Grazzini Brothers and Terrazzo Designs so payment will be made directly from the county rather than through Market & Johnson. The committee recorded the motion as carried unanimously.
Committee members did not request additional budget amendments at the time of approval; the change was framed as an administrative contracting adjustment necessary to keep the project schedule and contractor scope intact. Staff will proceed with owner-direct contracting steps consistent with the committee’s approval.
