The Board approved a reimbursement resolution allowing Nottoway County to pay English Construction for schematic drawings and to later reimburse the General Fund from financed proceeds.
Administrator Steve W. Bowen explained that English Construction is providing schematic drawings under an Interim Agreement and the reimbursement resolution lets the County pay for those pre‑financing expenditures now and repay the General Fund after closing on tax‑exempt financing.
Supervisor Daphne V. Norton offered a line‑item breakdown of the $642,245 allocation, citing schematic design ($282,450), topographic/utility/site survey ($38,525), a geotechnical report ($28,125) and design development ($293,145). The Board approved the budget amendment and the reimbursement resolution by roll call vote.
Officials stated the first draw is planned for April 1, and staff will proceed with the work while financing arrangements continue to be finalized.
