Planning commission discusses broad Appendix A zoning updates, from 3D printing to solar fields

The commission spent significant time reviewing potential changes to Appendix A and a suggested reorganization of land‑use categories. The Chair and commissioners proposed adding or clarifying entries for data centers, 3D printing (metals and plastics), specialty coatings and powder coating, shipping-container storage, drone services, and watercraft treatment facilities. One commissioner suggested separating small-scale retail from large retail and breaking the "business" zone into B1 (neighborhood) and B2 (highway) subcategories to guide future growth.
Commissioners favored fewer absolute bans and more conditional or targeted allowances so the city can control where new uses appear. "It'd be nice to have a key that told everybody what those were, like a legend," one Committee member said when reviewing the zoning table. Staff warned that new categories will require clear definitions and written descriptions in the code. The commission asked staff to refine proposals and bring specific language and illustrations back for another discussion.
