The Cleveland County Board approved a not‑to‑exceed $4.6 million construction plan for a joint Waco Volunteer Fire Department and Emergency Medical Services facility. County Manager David Cotton told Commissioners the recommended split is 60% for Waco VFD and 40% for county departments; for a $4.6 million project, the county's 40% share would be about $1.84 million. Staff recommended pay‑go funding with $2.2 million appropriated from fund balance, a $360,000 contingency and a furniture/fixtures/equipment budget.
Commissioners commented positively on the site location near the Foothills Public Shooting Range and Landfill. On a motion by Commissioner Johnny Hutchins, seconded by Commissioner Deb Hardin, the Board unanimously approved the project and directed staff to file the full contract with the Finance Department and Clerk’s Office.
