Commission permits utilities for Walmart trucker shower facility, defers building approval

The Planning Commission approved the utility infrastructure for a proposed shower facility to serve truck drivers at the Walmart distribution center but withheld final approval of the building until the city receives full design plans and elevations. The Presenter from Hansen and Associates told the commission that the unit is a purpose-built, transportable facility that "will be set on the existing concrete slabs" and requires water, sewer and power hookups.

Commission members and staff said the infrastructure work (trenches, hookups, pedestals and capped lines) is permitable and inspectable, but they expressed concern that permanent utilities and long-term placement would push the unit into a category requiring full compliance with building, fire and ADA codes. "We can allow the infrastructure, but at this point, I don't think we can allow the building until we have more understanding on the building," the Staff member said. The commission moved to "approve the infrastructure as drawn" (motion moved by David Jobe; seconded by Tony Delmore) and the Chair announced the motion passed unanimously.

The Presenter agreed to provide building elevations and detailed plans so staff can determine whether the unit must be treated as a permanent structure. The commission recorded that infrastructure permits will be issued and inspected, but final acceptance of the building itself will depend on plan review and decisions on whether any code amendments or temporary-structure language are needed.
