Cleveland County creates Consolidated Human Services Agency Board and names initial members

The Cleveland County Board of Commissioners on Nov. 18 adopted a resolution to create a Consolidated Human Services Agency that merges the Department of Social Services and the Health Department and establishes a single governing board. On a motion by Commissioner Deb Hardin, seconded by Commissioner Tony Berry, the Board set the new board at 17 members with a Commissioner ex‑officio and appointed a slate of consumers, public citizens and professionals to initial terms.
County Manager David Cotton told the Board staff recommends the consolidated board serve as a governing body with authority to hire the agency director and assume responsibility for Health Department accreditation; the change will move employees from the Safe Human Resources Act into county personnel policies. The Board adopted the creation under North Carolina General Statute §153A‑77 and named Henry Gilmore, Paula Canipe, Robert Miller and Maggie Hone as Consumers of Human Services and a separate group of professionals and public citizens to four‑year and two‑year terms, respectively. The public hearing on the proposal drew no speakers.
