SWIDA board approves agenda and prior meeting minutes; confirms quorum

The Southwestern Illinois Development Authority board approved its Feb. 19, 2026 meeting agenda after a motion by Monica Bristow and a second from Debra Moore; the approval was recorded by unanimous roll call. Chairman Dave Willey stated that “there was a quorum” at the start of the meeting.
The board also approved minutes from the Oct. 16, 2025 meeting on a motion from Debra Moore, seconded by Justin Hopkins; the minutes note that the Oct. 16 minutes were approved using the prior unanimous roll call convention. The minutes were later signed and recorded as approved by the board on April 16, 2026; the document shows Dave Willey as Chairman and Kevin Jemison as Secretary on the April 16, 2026 approval line.
