Library board hears finance briefing; $1.7M temporarily returned after state directive

Daniel Hinderliter, Chief Operating Officer, briefed the board on the Library's fiscal status and recent statewide financial directives. He told the board that a directive from the Finance Secretariat to stop payments over $50,000 and to suspend prepayments to other state agencies led to roughly $1.7 million in unspent Library funds being returned to the administration; Hinderliter said staff are in "positive discussions with the Department of Planning & Budget" about restoring those funds for use in the upcoming fiscal year.
Hinderliter also explained how LSTA funds are used to achieve purchasing economies of scale and to partially fund some staff positions; the LSTA budget was presented to the full board on the committee's recommendation and approved. He outlined the Library's Decision Packages being prepared for the next budget cycle, including an AI for records redaction request, Library Specialist pay realignment, and IT staffing to address single points of failure.
