After public clarifying questions from Spence and Cindy Butler, Marcia Pack moved to adopt Proposal 3 and Tyler Christensen seconded; a roll-call vote was taken and the motion carried. The council discussed dependencies including the town’s recharge and recovery permits and planned capital outlay projects such as a fill station and cross-connect requirements.
