"So we're asking for assistance with the necessary infrastructure that was required to build these homes... So that would be a total of 175,000," the presenter said, seeking county help to lower buyer costs and offering owner-financing for five years at below-market rates on the homes. Commissioners asked for a written cost breakout and stressed that the CRA must adopt a consistent application policy so any awards are fair and reproducible; staff and UAC agreed to draft sample applications and an ordinance for the CRA to consider in a near-term work session.
The developers said they are not planning to list the homes for short-term rental and described target buyers as working families and teachers; commissioners recommended that any assistance be tied to primary-residence requirements and income qualifications once the CRA adopts a formal policy.
