Emery County CRA votes to hire Utah Association of Counties to manage agency compliance

The Emery County Community Reinvestment Agency voted to move forward with a participation and service agreement with the Utah Association of Counties, which the association said would manage the CRA's administrative obligations, including budget preparation and statutorily required audits.
"The proposal that we put before you encompasses all of those things that are basically managing all the requirements of the CRA," UAC representative Brandy Grace said, describing the organization's proposed scope of work and noting UAC would also seek cost reimbursement from developers for extraordinary legal or boundary work.
Commissioners discussed the value of having a consistent administrative partner and the need to ensure developer cost-sharing for extra work such as boundary amendments. One commissioner said UAC's assistance had been important in organizing agency operations over the past three years; another moved to approve the agreement and the motion passed on a voice vote.
The agreement positions UAC to prepare budgets and submissions to the state auditor, provide or oversee independent audits and negotiate or execute cost-reimbursement arrangements with developers when special legal or boundary work is required. UAC staff said they would support the CRA for "many years of working together on this," and commissioners asked for a clear breakdown of services and any expected fees before full implementation.
