Todd Tolley presented a proposal for an out-of-town connection for Leamington Pioneer Heritage Farm LLC and preliminary plans for an 8-inch waterline extension. Tolley and council members discussed creating a special service district to manage maintenance and responsibilities for out-of-town customers.
Mayor Michael Lovell said the town must comply with state law and the state engineer's requirements before approving outside connections. Lovell said the current moratorium on out-of-town connections could be lifted after necessary infrastructure improvements, mapping, and formal service-district contracts are in place, with a tentative target date of July 1 for progress toward lifting the moratorium. Cindy Butler asked for a timeline; staff and council will return with more detailed steps.
