The Jackson County Board voted to authorize the county to explore moving from a fully insured health insurance model to a self-funded model effective Jan. 1, 2026. The Executive, Finance & Personnel Committee recommended the exploration; resolution No. 28-08-2025 notes the county would purchase stop-loss coverage to limit risk and work with a broker to structure plans to control costs while preserving employee choice of coverage.
Supervisor Tom Cooper moved adoption; County Clerk Cindy Altman spoke on the resolution. The resolution instructs the Administrative Coordinator and committee to proceed and allows reverting to a fully insured plan if the self-funded structure does not deliver expected fiscal benefits. The board adopted the measure by voice vote, 19 Aye.
