Board delegates authority to approve opioid settlements to chair or administrator with PEC recommendation

Jackson County adopted Resolution No. 27-08-2025 to delegate authority to the County Administrative Coordinator or Board Chair to sign settlement agreements with opioid defendants if the Plaintiffs’ Executive Committee (PEC) and the county’s retained law firms recommend the settlement and Jackson County’s share matches allocations set in the attached exhibit. The resolution cites Wis. Stat. §165.12, requires notice before execution, and directs proceeds to a county Opioid Abatement Account with a separate Attorney Fees Account that may receive up to 20% of proceeds for legal fees as permitted by the settlement agreements.
Supervisor Garth Rolbiecki moved adoption. Supervisor Bill Laurent successfully moved an amendment to narrow the delegation language to specify the County Board Chair and/or Administrative Coordinator. Voice votes were taken on the amendment and the amended resolution; both passed with 19 Aye. The resolution includes Exhibit A listing allocation percentages (Jackson County shown at 0.236%) and instructions for escrow and fee distribution under the State-Local MOU.
