Green River builders seek $175,000 in solar-set-aside funds for five new homes

San Rafael Development representatives presented a request for $175,000 in solar-derived CRA funds to help complete five single-floor homes in Green River and to provide down-payment support. Anne Elliot, who said she and her partner have decades of construction experience and operate Double E Construction/San Rafael Development, described two completed homes and three serviced lots and requested $25,000 per improved lot (three lots) and $50,000 per house for two houses — $175,000 total — to cover sewer, water, power, curb and gutter, fiber, and other infrastructure.
"So we're asking for assistance with necessary infrastructure ... the three lots, we're asking for $25,000 per lot ... and the homes, we're asking $50,000 for each house, which includes the infrastructure," Anne Elliot said during her presentation. She added the two finished homes are priced at $370,000 and the developer is offering five-year owner financing at below-market rates to help buyers qualify.
Commissioners asked for an itemized budget and expressed concern about program design and fairness: whether funds should subsidize buyer down-payments or developer infrastructure, and how to avoid incentives that simply raise sales prices. Several commissioners asked UAC to draft an application and policy that would require primary-residence commitments and ensure consistency across applicants before funds are disbursed.
Elliot said about $115,000 of her $175,000 request is for completed infrastructure costs and that she can provide detailed invoices; commissioners agreed the next step is for staff and UAC to review a written application or proposal and bring recommended eligibility criteria to a work session.
