Committee adopts Boyd's administrative rules package including gallery removal and 24‑hour amendment filing

Representative Boyd presented a succinct, administrative rules package intended to streamline the special session. Among the measures, Boyd would bar individuals removed from the gallery for disorderly conduct from returning for the remainder of the special session, extend that restriction to committee rooms and adopt a flow motion with a 24‑hour amendment filing deadline. "If a person is removed, that person shall not be permitted to return for the remainder of the extraordinary session," Boyd said while describing the gallery rule.

Members asked how tickets would be reissued and whether witnesses removed in a disturbance could still testify. Boyd and the chair said tickets are individualized and in practice those removed are ineligible for the remaining days, though tickets could be made available to others the next day; the chair and Boyd said committees often try to bring back scheduled witnesses if feasible but reserved discretion for safety concerns.

The committee voted by voice on Boyd's submission and the chair announced the ayes have it; the submission passed. The chair said members would look at options to ensure witnesses who travel to testify are able to do so when possible and would speak with the speaker about holding rooms or alternative committee rooms if needed.
