County Attorney says county cannot be fiscal host for daycare group's planning funds

County Attorney Matt Franzese advised commissioners that if the county served as a fiscal host for an outside entity any money coming into county coffers would be public funds and must be spent on a statutory public purpose.
Franzese said the list of allowable expenditures does not encompass the planning activities described by the daycare group and therefore the county lacks statutory authority to host the funds for that specific use. He recommended the organizers contact the local Economic Development Authority, which may be able to assist.
The commission received the legal guidance; no formal action was recorded to serve as fiscal host for the daycare group.
