The motion carried: Yea 4, Nay 0, Absent 1.
The commission's action places technical groundwater assessment and final permitting decisions with the NRD. No alternate local conditions or amendments to the motion were recorded at the meeting. The permits were recorded as approved in the Planning Commission minutes for Sept. 13, 2025.
