Staff: shoreline variance proceeding; waterfront parcel 'eyesore' subject to COA landscaping condition

Planning staff said the commission is preparing to move a shoreline variance through the public portal and that the project will follow a Certificate of Approval (COA) process and a hearing-examiner review. "We're getting ready to move a shoreline variance through the public portal... it's gonna be, going through a COA process and then also a hearing examiner," Planning staff (S2) said.
Commissioners raised concern about an eyesore parcel from which a house had been moved off the waterfront; staff said the property owner remains responsible for cleanup and that the COA includes a landscaping condition. "They are... having continuing to have conversations with them to get that cleaned up a little bit more. The unfortunately, the foundation is going to, at this time, stay," Planning staff (S2) said, adding that failure to comply could prevent issuance of an occupancy permit.
No enforcement action was recorded at the meeting beyond staff's ongoing conversations and the COA condition; staff said they would follow up under the COA and permit process.
