Staff: WSDOT owns highway fence used for banners; town issues guidelines and enforces removals

Commissioner (S4) asked who owns the fence on the highway walkway where community banners are sometimes hung; staff member (S7) said "WSDOT owns that" and that there is no permit process for hanging banners on that state-owned fence. "I drive by it every day on my way to work, and then I check and see if there are any that aren't supposed to be there. And then I contact them, ask them to either move it or take it out or whatever needs to be done," Staff member (S7) said describing enforcement practice.
Staff member (S7) said she has drafted and used informal guidelines restricting banner timing (events must have a date and banners should not remain up all summer) and limiting placement generally to Central Whidbey/Greenbank areas; she offered to distribute the guidelines to commissioners. The commission asked staff to circulate those guidelines to the group.
