Planning director to leave; staff outlines extended timeline for comprehensive plan

Joshua Engelbrad, the town’s planning director, told the commission that his last day in the role will be Nov. 19 and that staff are managing a transition to incoming director Josh Pitts.
Engelbrad said state comment windows are driving the schedule: the State Environmental Policy Act review and the Department of Commerce review both have comment periods that close in November. He told commissioners the town council did not act at its Oct. 28 meeting because the mayor was absent and several council members were sick, and that the council asked staff to return with "middle ground options." Engelbrad said staff aim to present options to the council at its Nov. 25 meeting and tentatively expect formal action by the end of March 2026, though he allowed the timeline could be extended if needed. "My last day will be November 19," Engelbrad said during his update.
Staff said Josh Pitts will succeed Engelbrad and is already reviewing the work to ensure continuity. Commissioners thanked Engelbrad for his service and said they expected to see staffing and appointment updates from the council in the coming weeks.
