Planning staff told commissioners that town council members and the mayor attended recent discussions about the Memorandum of Agreement (MOA) with local grantees and asked for extended talks with the grantees and for a master plan before proceeding. "They wanna maybe see a master plan, so that we can present something to even the community, a little more solid if we're gonna move forward with any of the housing element," Planning staff (S2) said.
Staff said that, as a result, conversation regarding the MOA between the town council and the planning commission is on hold until staff completes those conversations with the grantees. No final direction or formal amendment to the MOA was adopted at this meeting; commissioners were told the pause is to ensure clearer community presentation and further engagement with the grantees.
The commission requested that staff keep the commission informed as the grantees prepare a master plan and noted the pause could delay any related permitting or code work tied to the MOA.
