Chair reads letter asking Town Council to revisit ground-floor residential question in HCC

Michelle Cook, chair of the Coupeville Planning Commission, read a letter addressed to the mayor and Town Council asking them to reconsider their August 26 decision not to pursue changes to allow residential uses at street level in the Historic Commercial Center (HCC).
The letter recounts the Planning Commission's prior review, a public workshop and the commission's interest in either a narrow or wide code revision. It notes that the town attorney had provided an opinion that either a narrow change (one side of Front Street) or a wide change (both sides) would be legally possible and that the Planning Commission had asked staff for further direction. "We were very surprised and disappointed at the Town Council's outright dismissal of this topic," the letter stated, and the commission requested proper notice, discussion and opportunity for input if the council intends to revisit the issue.
Chair Cook asked that the letter be provided to the mayor and every council member and the commission voted to transmit the letter with a recorded assent from commission members.
