Commission reviews parks and open-space element; staff reports town meets headline acreage but notes geographic gaps

Planning staff told commissioners the parks, recreation, and open-space element contains about 40 goals across five policy areas and includes level-of-service calculations to guide future park investments. Staff summarized the inventory and standards and explained how the level-of-service is population based: "So with a population of 2,650, that open space standard is 9.3 acres," the presenter said, then noted the town currently inventories roughly 12.2 acres of parks, 22.7 acres of open space and about 7 miles of trails.
Commissioners and residents urged that the town not treat the townwide totals as sufficient if certain neighborhoods lack nearby access. Suggestions included dividing open space into recreational versus natural categories, mapping proximity (walkability) with a 0.25-mile benchmark, and producing spatial mockups to show how higher-density options might look. Staff said they would prepare maps and could present mock-ups and further analysis at upcoming meetings and at a public open house on Oct. 1.
