The Coupeville Town Planning Commission failed to reach a majority to recommend that the Town Council abandon or not amend the town's 2004 Memorandum of Agreement (MOA), after a divided vote Tuesday night.
Commissioner (speaker 3) moved that the commission "direct the Town Council not to amend the MOA." The motion was seconded by another commissioner (speaker 2); several commissioners voted in favor while at least one explicitly voted against. Planning staff later stated on the record that the motion did not carry and the commission will transmit a split or non-consensus position to the Town Council. "So the motion did not carry, and so now we're back to where we are with the town," staff told the commission.
The item followed extensive public comment and a staff presentation on the MOA's development-credit accounting. Commissioners debated the merits of recommending 'do nothing' versus forwarding language amendments that could allow more middle-housing types. Chair Michelle Cook read a separate letter into the record asking the Town Council to give the issue further notice and public discussion before making a final decision.
The commission did not adopt formal recommended language to submit to the council; Council action and any formal code amendments will be considered at a future Town Council meeting.
