The Box Elder County Planning Commission on Aug. 14 voted unanimously to forward a recommendation that the County Commission approve Z25-010, which would place 573.48 acres in the Thatcher area into the Agricultural Heritage Zone (AHZ).
Staff read the statutory and code standards the commission must use when evaluating zoning map amendments, noting the General Plan’s emphasis on directing growth to towns while supporting agricultural stewardship. Applicant Lee Summers told the commission he had not initially intended to rezone but welcomed the AHZ after staff explained its protections for farms and family land. "We want the protection and need the protection of an APA," Summers said, urging tools that sustain multi-generational farming on the parcels.
The commissioners said the AHZ aligns with surrounding agricultural uses, and Commissioner Bonnie Robinson moved to forward the zone-change recommendation with standard conditions (including compliance with Article 5 and Section 2-2-080 of the county code); Commissioner Brandon East seconded and the motion passed unanimously. The vote forwards findings for County Commission consideration rather than enacting the zone change at the Planning Commission level.
