Controller proposes $2,500 pilot risk assessment to evaluate contracted internal audit model

Scott Ford, the county controller, proposed piloting a contracted internal audit service to conduct an executive annual risk assessment that would produce a prioritized internal-audit roadmap. Ford said the cost would be $2,500 and that the expense could be covered out of salary savings from the unfilled internal audit position: "The cost of that would be $2,500. It would be paid for out of the salary savings of the existing internal audit position that's not currently filled," he said.
Ford described three assessment levels and recommended the middle, executive level to start; he said the contractor could perform interviews, produce a prioritized roadmap, and help the committee decide whether a contracted model or an in-house auditor best suits county needs. Committee members asked about time estimates and the identity of a possible contractor, and Ford referenced a candidate with prior state-auditor experience.
