A staff presenter read a resolution urging the Davis County community to "prioritize sleep and take the following evidence based actions" including sleep hygiene, behavior reframing, sleep tracking and clinical consultation for persistent problems. "Whereas sleep is a biological necessity, fundamental for a healthy and fulfilling life," the presenter read during the resolution's preamble. The presenter said the resolution would be effective immediately upon passage and would serve as the kickoff to a longer public-education initiative.
Clinicians on the board offered language refinements to item 1(d), suggesting timing clarifications for caffeine, alcohol and intense exercise to avoid implying those activities are always harmful. One board member who identified as a sleep medicine physician recommended specifying late-afternoon or evening timing for limiting caffeine and heavy exercise; the board agreed to amend the language. After a friendly amendment was offered and seconded, members approved the resolution by voice vote. Board members and staff agreed the resolution will guide communications work with partners including libraries, schools and health-care systems.
