Council members asked about vendor selection and performance standards; Brickey replied prior performance, quality and reputation would remain key criteria and the council could set explicit expectations when authorizing purchases. Council Member Audrey Pierce noted similarities to recent MSD changes and suggested more research if some members were not ready to decide. Council approved Resolution R2026-02 by a 5-0 vote.
The change aims to reduce delays on routine procurements and align some practices with neighboring entities, while staff will continue to document bids and seek council direction for specific contracts.
