Coupeville planners question sign-code percentage cap, favor separate public process

Commissioners raised concerns about a percentage limit in the draft sign code and whether the rule would effectively block A-frame signs. Staff (Scott) said the sign code is currently scheduled as a separate project but could be bundled into the comprehensive-plan implementation work depending on the commission's timing preferences. Multiple commissioners expressed support for keeping the sign-code process separate because they expect heavy public attendance and want a focused public hearing.
Scott said he will bring clarifications to the town council and return with more guidance in September about how the sign-code and percentage issue should be handled in the formal public process.
